as a startup, Lyft as a luxury taxi company, and now UberX as a mega-asset which, the Texas Commission for Public Safety wrote in a complaint filed in August, "has, and is in the process of, winning at every level."

GoGo, the Portland business that competes against Lyft, was driven out of the city. And Travis County Sheriff Sally Hernandez told Uber drivers the county's law enforcement agencies "will not assist with investigations into alleged illegal activity" of its drivers.

Lyft requires people to offer to pay the full fare. Taxis tend to be cheaper than a cabs, so I could see myself using the cabbie a few times, but this was more or less a one-night ride, not something I'd be putting off as a regular business booking. Lyft had a tough time here, and I doubt it'll do much better next time.

Uber in Portland, Oregon, just began a pilot program that allows riders to rate rides using a device attached to their phones. The rider may submit a 1-5 scale rating, and ride seekers can rate those same rides directly from the app. This new app is just one piece of a larger process by Uber to communicate with passengers about the safety and experiences of the driver, and specifically, the quality of the car.

Uber's UberX service provides a low-cost service to private drivers that is used for short-term trips between private homes, giving it a competitive advantage over taxis, which also are allowed to pass on the cost of fuel. UberX drivers can get a $100 cash credit from the city of Portland if they work hard enough. Out-of-state renters also face more challenges, such as having a hard time finding their own parking space.

Uber rates in Portland are so bad because there is no enforceable minimum wage. This also means that the company does not have to provide adequate health benefits for its drivers (even though they do have to pay at least minimum wage). At the end of August, Uber announced it would start paying its drivers at least $15 an hour. If the city approves the $15 minimum wage, there will be more than $4.7 billion in the city's economy tied up in drivers, Lyft estimates. While low-cost ride-hailing services are an increasingly popular alternative to traditional public transit, experts are split on whether this type of transportation is actually all that different from more traditional vehicle ownership.
